Netoli Platelių ežero, Plokštinės miškuose 1960 m. buvo pradėta statyti termobranduolinių raketų paleidimo požeminė bazė „Dvina“. 1962 m. gruodžio mėnesio pabaigoje bazėje buvo paskelbtas pirmas kovinis budėjimas. Keturiose 30 m. gylio šachtose dislokuotos 4 R-12U tipo vidutinio nuotolio balistinės raketos, apginkluotos termobranduolinėmis galvutėmis. Jos buvo skirtos Vakarų Europos šalims sunaikinti.

Visiško slaptumo objektui buvo reikalingas didelis kiekis karinės technikos ir aptarnaujančio, bei vadovaujančio personalo. Tam tikslui už 500 m nuo raketų paleidimo aikštelės buvo įrengtas miestelis su 30 pastatų. Visas objektas užėmė apie 12 ha žemės plotą, aptvertą net 6 apsauginėmis tvoromis.
