The Harku military camp was established to serve the Tallinn land front of the Peter the Great sea fortress. The buildings of the camp were located around the parade ground and the complex included barracks, the commandant's and officers' residence, and various utility buildings, including a sauna, a laundry, and a bakery. In 1915, the sea fortress' artillery unit was located here. After the beginning of the German occupation in 1918, the camp was used as a prison camp, and during the Republic of Estonia, its use as a place of detention continued. Harku is one of the best-preserved examples of military camps built next to a sea fortress.
