The main façade of this building faces the park. It is a two-storey building with a low gable roof. The park façade is complemented by a three-storey tower. The façade is lavishly decorated with rustication and cornices on the first floor and, above that, a wide intermediate band, window spandrels, frames and moulding, a gingerbread gable decoration and carved rafter tails. In 1972, during the Soviet era when it housed the local Pioneer headquarters, a 120-seat hall extension was built. Valga Central Library has been based in the building since 1996. The new extension forms the main entrance to the library. It has a rectangular floor plan, a slightly protruding avant-corps on one side and a massive three-storey square tower on the other.
