Located in the central part of the Daugavpils Fortress, south of the Fortress Garden. The building was built in 1818 according to the design of Alexander Shtauberts, an architect of the St. Petersburg Ministry of War. The building served as the fortress commandant's office and a hotel.

During the Soviet years – in 1941, a mezzanine floor was built and a telegraph was installed there. Later, the apartments and headquarters of the officers of the aviation school were located here. In the courtyard of the building, after demolishing the barns, a parade ground was built, which was later transformed into a car park. Authentic metal stairs have been preserved inside the building.

In 2011-2012, the building was reconstructed and now houses the State Police.
