Located in the Central Square of the city of Viļaka.

A monument to the Red Army partisans of 1941-1944 is on display.
According to 1954 materials, in 1947, 14 Red Army partisans were buried here and a typical monument was erected.
The existing sandstone monument was erected in 1962 by sculptor Z. Zvāra.

The monument is very similar to the Pinki Battle Monument, which can be viewed in the center of Pinki.

During World War II, there was a Red Partisan movement in Latvia, which from the autumn of 1941 was formed by fighters sent from the USSR.
Until the beginning of 1943, when the Latvian partisan movement was formed under the leadership of Vilis Samsons, it was not widespread. The largest unit was the “Red Arrow” formed in Courland in October 1944.
The goal of the Red Partisans was to restore Soviet power in Latvia.

In 2024, the object glorifying the Soviet regime has been dismantled.
