The construction of Kiltsi Airport near Haapsalu began in 1939. During the Soviet period, it became an important military airfield, and extensive reconstruction work was carried out in 1969. In 1970, the 425th Air Defense Fighter Aviation Regiment moved here from Lasnamäe, Tallinn. Initially, MiG-19 fighters were used, and from 1977, MiG-23 aircraft. The airport territory covered approximately 325 hectares, the concrete runway was 2.5 kilometers long, and 28 hangars were built for aircraft.
