The officers' shelter at the Vääna-Viti position of the Peter the Great sea fortress was part of the joint command center complex for the sea and land fronts. The shelter was located a few hundred meters from the command center and was connected to it by a narrow concreted underground passage. The facility housed the living and service rooms necessary for the command staff and a power station. The shelter was covered with a thick layer of soil, which made it blend well into the surrounding landscape. Together with the command center and tunnels, the facility gives an idea of how extensive the command system for Tallinn's land defense was planned to be before the First World War.
