The monument stands in a square in the center of the town of Rozalims.

On February 16, 1928, to commemorate the tenth anniversary of independence, the sculpture of an angel was unveiled near the Rozalims Church rectory building. The Independence Monument stood out from the others with its architectural expression – the composition was crowned by the sculpture of an Angel holding a palm branch in its hands. In 1946, the angel was broken and buried by order of the Soviet authorities. The remains of the sculpture were discovered shortly before the declaration of the restoration of Independence. Šiauliai sculptor Birutė Kasperavičienė restored the sculpture of the Angel.

The restoration of the sculpture sparked a lot of public debate with the local community regarding its color scheme: residents had expressed a desire for the angel to be white and the palm branch to be green. The new Angel was white, made of plaster, but was quickly destroyed. Later, another Angel sculpture was created, which became an important accent of Rozalim Square.
