The Riflemen's House is a unique building of the Lithuanian Riflemen's Union, intended not only for military but also for cultural functions. The Utena Riflemen's House is one of the most impressive buildings of this type in Lithuania. In 1927, it was decided to build a monument to Lithuanian freedom in the Utena City Garden and it was decided that the best monument would be a modern Riflemen's House. It was planned that the building would house the headquarters of the riflemen's team, premises for a museum, acting and cinematography, and a tennis court would be installed next to the building. The Utena Riflemen's House was solemnly opened on June 15, 1933 and quickly became a public gathering place and cultural center. It was one of the most impressive buildings of this type in all of interwar Lithuania.
In 1945, the Riflemen's House was reorganized into the Utena Cultural House. After the country's independence was restored, the building was returned to the Lithuanian Riflemen's Union. In 2009, the Utena City Garden was reorganized, and the park's main path, designed as the central axis of the City Garden composition, leads towards the old Riflemen's House - the current headquarters of the 9th Regiment of the Col. Pranas Saladžius Riflemen (Utena District). A monumental oak tree grows in front of the Riflemen's House. It is believed that the tree was planted in 1930 - the year of Vytautas the Great or in 1933, during the consecration of the Riflemen's House. In 2019, the Utena Chamber Theatre opened its doors to visitors at the Riflemen's House.
